Oregon does not just have a singular task force; it maintains a formal state agency and a newly established executive council specifically dedicated to protecting and advancing the rights of its immigrant and refugee populations. These entities serve as the primary infrastructure for ensuring that Oregon’s "Sanctuary" status is more than just a legal label.
The Office of Immigrant and Refugee Advancement (OIRA)
The central hub for these efforts is the Office of Immigrant and Refugee Advancement (OIRA). Established by the Oregon Legislature in 2021 through Senate Bill 778, OIRA was created to bridge the gap between state government and immigrant communities. Originally housed within the Governor’s Office, it now operates under the Oregon Department of Human Services (ODHS).
OIRA’s primary mandate is to coordinate statewide strategies that ensure immigrant and refugee Oregonians are treated with dignity and have equitable access to services. Unlike typical bureaucratic offices, OIRA focuses on:
Policy Coordination: Ensuring that state agencies remain in compliance with Oregon’s sanctuary laws.
Data Collection: Tracking the needs and economic contributions of the state’s approximately 400,000 immigrants.

The Interagency Council for Immigrant and Refugee Coordination
In response to increased federal enforcement activity in 2025 and 2026, Governor Tina Kotek expanded the state’s commitment by signing Executive Order 26-04 in January 2026. This order established the Interagency Council for Immigrant and Refugee Coordination.
This council acts as a high-level task force comprised of leaders from various state agencies. Its specific goal is to harmonize the state’s response to federal actions. The council is tasked with ensuring that schools, healthcare providers, and local law enforcement are aligned with the Sanctuary Promise Act, which prohibits the use of state resources to assist in federal immigration enforcement without a judicial warrant.
Legal and Community Protections
Beyond these administrative offices, Oregon utilizes the Department of Justice (DOJ) to safeguard immigrant rights. The DOJ manages the Sanctuary Promise Community Toolkit, which provides a mechanism for residents to report violations of sanctuary laws. Furthermore, recent 2026 legislation, such as Senate Bill 1594, mandates that the DOJ consult directly with OIRA when updating state guidance. This ensures that the lived experiences of immigrants—rather than just legal theory—shape the state’s protective policies.
Through the combined efforts of OIRA and the Interagency Council, Oregon maintains a robust, permanent framework designed to insulate its immigrant residents from federal overreach and promote long-term social and economic inclusion.
